It should be tested with users but maybe it would be better that as the user is on a certain page, when he clicks the button he can directly create an item of the nature of this page. Even though I knew the floating button opened to these 3 options, I couldn’t help myself and used to go to the page that listed the items I wanted to create (let’s says the secure notes), click the “+” and got annoyed that it used to open to these 3 options. Context over consistency: The floating “+” action button present on “Sites”, “Secure Notes” and “Form Fill Profiles” pages, opens to the same stack of icons and text labels (to add a site, a secure note or a form profile) wherever it is present.
